The first. You have lines leading toward the people in the mid ground. The second is rather uninteresting, and the people aren't noticeable at all.

I prefer one, Your second tends to lead the eye upwards and is more focused on the building.Your first makes the people pop but it does not take away from everything else included in the photogrraph!
