Is this done with camera technice or with editing.

It's done with the camera, where you move (pan) with the subject as you are shooting to keep the subject in focus (as best as possbile).

I have friend who does these types of shots brilliantly, some even look like art (but he started doing these couple years ago...the technique is really in the way you move (pan) while shooting...

I still have ways to go to get to my friend's level...

I thought it was different because of the partial front on angle. I have only tried it from side on
