Zoom blur in Tokyo

An old, unfashionable technique I suspect, and despite OIS (or perhaps because of it?) I didn't manage to get any of them in focus but I still like the image. Fuji XF18-135 zoom.

It's a nice asymmetrical composition. Why is it a couple of the figures are wearing face masks? Where I live they would be committing a robbery.

In Tokyo it's considered polite to wear a mask if you have a cold or flu, to prevent spreading infection.

Interestingly, in China people wear masks to protect themselves from other people's germs (and for pollution protection in winter)
