Best way to clean filters?

I bought a whole set of filters (for my lenses) for like $1 and when I got them home I opened them up and they appear to be cloudy and have spots.

What is the best way to clean these?

Huff 'n puff on 'em and wipe with lens tissue.

I'm wondering if the spots could be fungus?

It might be it kind of looks like that and it doesn't wipe off. I watched to video. Thanks. I'm going to give it a try tomorrow.

If it is fungus is there anything I can do to fix it? Regularly cleaning them didn't work.
