If you expose right there won't be enough noise to worry about. If there is anyway then you need to be using flash in which case Nikon the the way to go. Honestly, the noise issue has been blown Way out of proportion. If you shoot film, how often did you had to have ISO 1600 film? ISO 3200?

If you shoot sports or weddings for a living then you are just going to have to spend 5 to 10 times what you have budgeted. If not and you do want to shoot some low light then get the Nikon and a flash, you will be far happier! OBTW, the kit 18-55 on the Nikon takes great shots and will serve you well until you can get other lenses. Do read strobist because most of the people who don't like flashes just don't know how to use them. I'm not trying to be a jerk here but you don't see many studios using only natural light because the Pros know how to use flash. See also
