Exaggerated colours? (noob-tastic question)

I follow a bunch of photographers on instagram, my favorite of which is a man named Ravi Vora, an LA based photographer. Check out some of his awesome photos -

I really love the colours in his photos. They're eye popping and beautiful and exaggerated, but not to the point where they look fake or overly done. Take these two photos for example -

How does one go about getting those types of colours? What software would I use? Like I mentioned, to the point where they really stand out and look exaggerated, but not cheesy.

You can use Photoshop or one of the other competing photo manipulation programs. Pretty much the only way to get extreme unreal colors.
