Getting stressed here and almost giving up!!!

As well as all the good advice on tripods already mentioned, I'd also like to add some on technique: don't shoot the lights when it's gone completely dark; wait until the sun's gone down and shoot at dusk when there is still some light still in the sky to pick out the outlines of the buildings and other stuff which would otherwise just be black. It will make your shot much stronger, and you just MIGHT be able to get away with not using a tripod, if you've got a real fast lens/fast film/high ISO.
 
today's top tip from the captain:

SANDBAGS

get a couple of plastic bags
put some sand in
seal them
put one down somewhere
put your camera on it
put another on the top of the camera
and wiggle to settle

voila
much steadyness for not much spendage
