Hello just wondered if anyone can help me I was looking though a friends friend list on Facebook and saw a picture I liked that looked to be edited how do I get this effect? I had to cut out most of her face as I don't like to post other people's photos everywhere x

If you have photoshop you could easily duplicate the image to have to layers. apply a surface blur with a high blur amount on the top layer and then erase eyes and hair etc on the top layer with the blur. So the eyes will come out sharp.
