what is Exposure Bias, on my flickr data it says 0/2 EV and others it says 1 EV...what exactly does that mean...0/2 = 2 stops under exposed?

I think in most cases exposure bias is just another way of saying exposure compensation. 0/2 is a weird way of saying it, but if you aren't adjusting exposure comp it probably means zero. 1 would be +1 stop exposure comp.

    So its basically a stop?
But I don't understand why the numbers differ from picture to picture...when I shoot my meter is always dead centered so shouldn't it be 0
