I've been out looking for a decent tripod for my Nikon D70. Was wondering what was a good value for money tripod and head.

My price range would be around USD$300. Would a cheap tripod do the job? or should I be spending more money on a good one. I'm using it mostly for some night photography of scenery, fireworks. Won't be using it for photographing people.

Cheap (inexpensive) ~ Sturdy (durable) ~ Light
Pick two only two.

Manfrotto/Bogen is a very good brand. Slik is a good brand as well.

Slik makes good ones in a wide price range.

After looking at a few. What weight rating should i be looking at? i was looking at about 6KGs just to be safe. But would this be too much?

Well the D70 is under 1kg, so imagine what it would be with your heaviest lens on it. I'm sure 6kg would be more than enough. How do you like that an American using the metric system;)
