This is a technique that can be applied to a lot of things, including people and objects in motion. I've seen this done with bullfighting (Ernst Haas, and also Luminous Landscape web site, 2014), sailboats, bicycles, landscapes, horses, scenics, lots of subjects. The key is matching the shutter speed's duration to the subject and the camera's speed of motion, and the focal length. A lot of factors come into play. Over 50 years ago, Ernst Haas did a series of images using this technique, and the photos appeared in Life magazine. You can Google that and see how cool this technique can look if done well.
I've done a few of these myself...they're not that easy.
