$400 Challenge: Best body and lens. New or Used.

I'm moving overseas for grad school in the fall. I've always enjoyed photography (the point and shoot kind) and living in a new place seems like the right time to learn more about it. Having said that, I'm paying for grad school and money is tight.

The challenge:

Looking for a DSLR body and lens. Needs to be versatile, will be used for travel shooting.
Will consider used if it is a better value.
budget is $400.
