It's all in the post processing. You turn down the brightness and turn up the saturation of whatever color you want to be saturated. The polarizer would be more for reducing reflections off the car.

so i reduce overall brightness in ps?, then increase saturation for each seperate colour?

No, you use curves to figure out what color it is and turn it up in that.
 
Well the best way is....80-100 hours of hard work and a few cans of paint :wink:

Not so long ago I was an automotive refinisher, painted escorts to porshce's and ferrari's. High end cars and high end paintjobs get several coats of clear, wetsanded so it is literally flat as glass and then buffed out, the extreme flat surface will reflect very much, like how the clouds are reflecting in that photo above, The more coats of clear, the deeper and richer it looks (and easier to chip!) and some show cars use a candy, a tinted clear coat to make it look uber deep and rich.

however the better way is to boost saturation like mentioned, though in that specific pic the repaint is mostly why it looks like that.
 
What camera do you use? My friend has a Canon XT and just recently started messing with the settings to get more vibrant images, after he compared mine to his. What we discovered was that turning up the image done and saturation a little dramatically improves the images.

For the longest time my image tone was on the basic setting. After switching to vibrant I wont go back.

As far as that image, boosted saturation and contrast will help get that effect, and then counter the brightening with level adjsutment.
