No.
A coach car is on the end of the Coast Starlight, unless a private car(s) is being pulled by the train.

I did have fun.
I went to Eugene to visit my younger sister for a week.

The Coast Starlight consist at that time was - locomotive, locomotive, baggage car, transition sleeper (mostly crew quarters), sleeper, sleeper, sleeper, Pacific Parlour car (PPC), diner, sightseer lounge (observation) car (SSL), coach, coach, coach.

Recently Amtrak removed the Pacific Parlour Cars from the Coast Starlight consist.
They were 60 year old cars, built in the 1950s by Budd for the AT&SF railroad's El Capitan train.
Amtrak inherited all 5 of them when Amtrak took over passenger rail in 1971 and had just 4 of them still in service. Having so few of them they were eventually only used on the Coast Starlight.

Some people flew to the west coast just so they could ride the Coast Starlight and observe and dine in a PPC car.
One had to have sleeper accommodations to have access to the PPC car.
