Not so much a changer, but a tool to aid in applying patches. Remember patches?

Agre ^^. The arms look like they're for spreading the sidewalls and the silver 'tube' on the right is an anvil for making sure they're well seated.

The curved anvil is for inner tubes.

The spreader holds the sidewalls open while the technician cleans the inside of the tire and applies the patch. Those early patches were exothermic, and it was fun to watch them fire up.

I remember watching patches being applied with this "technology".

I stand corrected, that's what the lady told me. I thought it looked a little thin.
How old is it?

Obviously older than the lady.
Questionable...
LOL!

Actually even an old lady might never have ever repaired a tire.

BTW: It required some muscle to get the tire off the rim. They used a set of "tire irons" which look a little like long-handled steel spatulas.
Yeah, familiar with it, done my fair share... Pain in the butt
