Aperture. Lenses and Sharpness - Beginner Question

I have a variable aperture Nikon AF 24-85 mm f/2.8-4 D, that will change aperture when zoomed if the aperture is set to f/4 or a larger aperture.

Many of the dirt cheap, long focal length telephoto lenses have fixed apertures.
