I like it EXCEPT for the car's placement in the frame! I'd have the horizon on the bottom 1/3 and the car on the right 1/3

I'm hardly one in a position to criticize but this one is "fartsy" for me. Looks more like a mistake than an intentional motion blur to me.

Right idea just didn't pan with the car enough. To look like it was done on purpose the car needs to be in focus.
