The US and POW-MIA Flags at half staff.

Originally Half Staff was actually one flag width from the top to make room for the flag of death. However over the years variation in flag widths and hoist lengths it has come to the point where anywhere from one third to two thirds is deemed acceptable. My self, personally I prefer to stick to the flag width from the top as it was meant to be.
