Would be an interesting image without the handrail and a bit of the top cropped away.

To be honest, I can't see this one going anything beyond 'snapshot'. You've got a tilted horizon, the top of her head is right at the horizon, she occupies only a small corner of the whole frame, and suffers from a bad case of racoon eyes and football shoulders. She's a really attractive girl, and you had a great setting - shame on you for not doing her justice!

^^this. I also feel that a portrait orientation would get the "at the beach" theme across.

^^this and ^^^^this. And I am not sure that this is the kind of a background that needs a blur. Also that rail: it sticks out of her right side and misteriously disappers behind her back.

My only defense is that this wasn't a planned shoot. We went to get the sunrise, but it went from 0% chance of rain the night before to 40% that morning. It was overcast and I was grumpy lol

We are going back this Saturday for another shot at the sunrise, so maybe I'll make a better go of it

Dang, life must be tough. Having choose between sunrises or this lovely model. The only thing that would be better is to shoot them both at the same time. (probably need fill light for that.)

Pretty much already been said but:
Tighter comp
Reflect light from under her, to eliminate the racoon eyes.
She looks a little underexposed.
Turn her, less football shoulders.
Maybe shoot from a higher angle, and have her look up at you. Assuming the daylight is soft like this on your reshoot, that could eliminate the need for a reflector.
Less distracting background elements.
Maybe warm it up a bit to make it more 'beachy'
