I'm not sure whether to keep the person in the background or not. I could crop him out because the original shot has lots more room to the right.

Good action shot! I'd say crop him out if it's just some random. What settings, lens did you use?

Since there's nothing around the dog that would make us recognize which beach he was and that guy is not even someone important to you on that shot, I would say crop it tighter also. Either a really tight crop filling the frame, or a less tighter, where you can also show some of the water on the background.
