Looks like there is a selective fog or highlights done to the right side of the photo....doesn't really work, for me anyway.

to get the washed out effect on the right side i used a couple layers of hard light, painted white and some pastel blue over it with some blur and opacity adjustment.

I suspect she'll like the unprocessed version better. Light appears dim under her eye lashes like her eyes are shadowed instead of popping in the pic, could be my monitor
