I agree with the other guys. The Canon 70-200 f/4L is your best bet here, given the limits of your budget. It has good IQ, durability, contrast and color rendition, and has decenter bokeh. Best of luck on your purchase!

One more thing. L series lenses hold value very well. If you ever did decide to sell it, you would get a good price for it.
