best nondedicated flash?

this is a pretty loaded question, but what is the best nondedicated flash which meets the following criteria:

-under $100
-GN 120 or higher
-bounce and rotating head
-efficient with batteries

I will need the flash for my Sony DSC-D770 digital camera.

what's the output voltage on the hotshoe of the sunpak?

I've heard that the Vivitar 283 has an output voltage of close to 300V per flash...which means it may possibly render my camera useless.

how's the Vivitar 285HV?
 
The newer flashes(post 1983 or so) can be used on the newer cameras. Vivitar has changed their voltage despite the fact that the older 283s voltage was higher. Same with Sunpak, but you can send them an email and inquire. I sent Sunpak an email about a flash I bought in 1976, and they fired back an answer within a day and told me "not recommended". It might be a good idea to inquire anyway.
