Well ... to me it looks underexposed (a lot), pushed to this light, adding loads of noise, and the bird is right in the centre of the frame, which is not quite so pleasant.
Or else could this be a scanned print and the scanner no longer works as well as it should?
Anyhow, my suggestion would definitely be a crop from both the right an the bottom to get rid of all the dark parts there that don't add to the photo at all, and also to get back to a normal print ratio.
But I still see very many technical flaws in this one...
