Can Anyone Identify These Birds?

[Flying Panda]

I saw these small birds quite often while kayaking on an inland lake in south central Pennsylvania. They behaved the same, surfacing and diving randomly. They didn't seem to be too afraid of my presents. They acted like young birds. They were similar in size, about 8 to 9 inches long and about 7 inches tall. I didn't notice until I processed the images in LR that they were different, especially the eyes, beak and the coloring around the upper neck.
