Canon 70-200L f4 IS or 70-200L f2.8 non-IS

I'm picking up a new lens and cant decide between these two: Canon 70-200L f4 IS or 70-200L f2.8 non-IS. Does the extra stop of the 2.8 worth giving up IS? With this lens I will be shooting mostly outdoor action shots, airplanes, cars, sports.
 
If you're shooting action/sports etc., then you'll need a fast shutter speed anyway, so go for the F2.8 version. IS can be great, but it won't help freeze the motion of something you're shooting...only the movement of the lens.
 
Or the 70-300L f4-5.6 IS? More zoom for when I get full frame

I've read that the f/4 IS is not weather sealed. I was thinking how this impacts being in very to extreme humid countries (like Thailand and Dubai in the summer?)
Since you are in Thailand, I would love to hear your experience with this?
 
Thats tough due to the IS will help with panning but the F2.8 will get you a stop faster on the SS. Maybe rent them first?
 
I had the same debate. Decided on the 2.8 just so it will work better indoors if needed.
