Can't turn on flash in manual mode

I have a EOS canon rebel XSi and I can't figure out how to turn on flash in manual mode. I press the flash button to turn it on but it doesn't work

:study: ya it's in the .pdf manual... should have looked closer before posting, I couldn't find it before, oh well.
