Cant use all filters?

How come sometimes under Filters, some are grey and cannot be used? I want to use radial blur but its grey under Blur, as are many other filters. What gives? Please help, thanks.

I am editing a tiff files, if that helps any.

Because you have converted the RAW to a 16bit tiff. Image>Mode>8 bit and they will all appear again.
