Im not sure how its cheating by printing your own passport picture on a 4X6 for 25 cents. If the system allows you to print your own, why not?

Here in Canada you need a professional to take the picture, and the business has to stamp the back of both passport pictures with thier business name. You can get it done in walmart and pharmacy's but ive heard of people having to go back multiple times to get the picture done right.
