very interesting compostition, i like it! Its not your typical seascape type shot, it has interesting use of lines. very cool.

here are a couple of quick thoughts.
1. I would have included more of the bottom railing and a little less of the sky - perhaps a bit more emphasis on the railings overall.
2. Perhaps try a panaramic crop here - it may mean cropping out much of the sky or the bottom railing.
3. try this as b/w or duotone image - it think it will put more emphasis on the geometric patterns. If you do this try pushing the top sky to the limits - try burning or adding alot more contrast to that part of the pic.
