Cosina 28 -300 AF Nikon Mount Lens

When I install this lens and turn on the camera (Nikon D70) the focus ring will lock up in AF and turn free in manual... The problem lies in the fact that it will not auto focus... Ordered from Japan and not sure if I will get an RMA to send it back...

Is there any local (west coast) repair shop that could repair this lens or should I S-can it and buy something better?
