Seems slightly flat but could be my monitor. I like the composition though.
I remember my parents telling me the point was a ufo when we drove from my home town the dalles to Portland one night. I miss the PNW

I think I like the flat-ness to this one. The foreground/temple(?) is the subject and I like the fog/haze behind it.

I'm looking at it on my phone and I like it alot more. I agree the slight flatness to it adds. My monitor dulled the beejebus out of. Time for a calibration

The tonal qualities of the trees in the foreground is/are perfect. Any adjustments to curves or black point need to preserve this. Perhaps some minor dodging and burning to parts of the background, but to honest, it didn't make much of a difference to my eyes. Well, maybe different, but not better . What seemed to help this shot the most was cloning out the white cars around the building. I took it further by getting rid of the towers as well.

It looks flat to me as well. I know there was haze and this may be the way it looked, but that doesn't necessarily make it a compelling bw image. I agree with sleist's edits to the foreground because the white vehicles were bothering me, but you can make contrast adjustments selectively on the sky without changing the foreground - just enough to brighten up the lighter clouds a bit.
