Kids are cute, but this is creepy. Selective coloring, expression, something in the processing maybe makes the skin look artificial. I'm sure it's a beautiful baby, photo just isn't my taste.
 
It's not for everyone that's for sure, I really enjoy the coloring in some cases.
 
Selective colouring can work [in very rare cases] when used correctly. It's purpose is to draw the eye to a particular element, for example: If you were producing an advertising shot for a cereal company, you might destaturate the image, but leave the cereal box in full colour. For an infant's portrait, I would think that you would want people to see the whole child, not just his or her eyes. As well, consider matching the child's position to the camera's orientation so that we see more child and less pillor (or whatever that is behind him/her).
 
Sorry, when I re-read my post I realized I wasn't very clear. I agree with both of you that it can work in the right situation. This photo just wasn't one of them for me.

He's probably a cute baby, but this shot looks like something from Roswell, NM.
 
the normal edit is much better than the selective coloring! the shadowing is a bit harsh on the one side. maybe a little diffused fill flash would not have distracted the baby too much.
 
The kid has an ambiguous expression, which could be fear. The kid appears to be lying down, looking up at something which could be frightening. The lighting appears dim, but with some light source on the kid's face. It almost looks like whatever the kid is looking at is glowing.

That's why it looks creepy.

Cute kid and it's an interesting composition, with the kid's face lower left balanced by the smooth out of focus object (pillow, perhaps?) upper right. I am not buying it as a "portrait" or even really a "photograph of the child" it's more a composition of elements, one of which happens to be a baby's face.
