Took this in winter; not entirely satisfied with it (primarily due to the imperfect lighting.)

If the light is imperfect, find a way to make it perfect CPLs, OCF, reflectors. At last resort, try a not-overcooked HDR.

Also, a different composition would have helped, but I think the image needs a better focal point.

Here's a quick edit. I cropped to eliminate most of the sky, it was too bright and distracting. What was left of the sky, I selectively burned with a big soft edged brush (midtones first, then a few clicks for the highlights as well). I also used the burn too to tone down the blownout portions of water and tree. I used the dodge option to lighten up the hole under the bridge and water flowing toward it. Then a small rotation to even things out and cropped.
