It looks like it's been re-pointed which makes the bricks stand out more. An interesting shot, I like it. Perhaps just a shade of leveling is required to get the pavement kerb line on the level?

Really too much going on here for me. Don't know what to look at! Agree about the dizzy brick which is part of this being too busy for me. I like that you have the three people spaced kind of evenly apart and each sort of doing their own thing and I think if you focused on them and got rid of the extra on the right and some of the brick at the top, you might have a more interesting shot. Not sure if the way this is framed or the window placement will allow for that crop though...

I think this is a good example of a picture built almost entirely on discord and disarray and wacky elements...I do not think there's much that could be done to eliminate the Dizzy factor here, so I say, run with it! The placement of the people, the odd window arrangement in the building itself, the oddly-spaced elements, it all adds up to a crazy little slice of life. I would be happy with this shot, as-is.
