Does a lens with focal length window indicate a higher quality lens?

No its a design choice.

Quality with a lens has many factors from build to AF to sharpness to background blurring to aperture blades. Get the name of the lens
and look up reviews to compare it to others.

My Leica lenses do not have a windows, i thought i had heard it all but this takes the biscuit
