It's a memorial behind Old North Church. These are blank, but if you look closely there are a couple real one's that have been added it seems.

The plaque reads:

"This Memorial Garden is to honor the men and women in the Armed Forces and the civilians who have lost their lives in the Afghanistan and Iraq Wars. We pray for all victims of war. May their souls and the souls of all the departed rest in peace."
