Looks more like a water cooler to me than a drinking fountain. Regardless, that takes a lot of good will to construct and maintain. Thank you Lew for sharing.

These seem to be community driven and are scattered around, even in the cities.
This was in very rural Myanmar (that may seem redundant.)
