This is a bit of a tough one, but I'm guessing late afternoon. The van directly behind you only has his parking lights on and the fourth car back in the next lane doesn't have any lights on. Indicitive of "Oh $h1t, why is my dashborad so dark."

The contrasting red, white and blue and gold are nice.
