Ah. That is lens aberration, just from imperfect glass and design. It looks to me like a combination of spherical aberration (creates a sort of fuzzy halo) and chromatic aberration (where different wavelengths of light separate slightly from each other).
Chromatic aberration might be solvable in photoshop. The first thing to look into is whether they have your particular lens on file with a correction profile. I don't know where to find this in normal photoshop, I usually do it during RAW conversion into photoshop. But just google "lens correction profiles photoshop" and I'm sure you can find the option quickly. If they have your particular lens, then chromatic aberration is usually something they can auto fix.
However, this looks like it is a result MORE of spherical aberration than chromatic. The chromatic looks so slight to me here that it might not be worth trying to fix. And you can't really fix spherical. You can use sharpening filters, but that's about it.
What lens is this? A 50 1.8? If so, they usually look better than that at 100% crop.
