Elements 18 and computer crash ???

I have recently had a catastrophic computer crash. I have managed to recover most file and programs but After re installing my Photoshop Elements 18 and one of my two Topaz plugins it will not for some reason allow me to load the second Topaz plugin, I am using Windows 10 any help of how to transfer my Topaz app to my Elements would be much appreciated.
