Feathering Software help required

Hi.

Im new here and Im no digital imaging expert so I hope you will be gentle with me!

Im just getting started with editing digital images. I need some software preferably free and easy to use in order to feather some digital image borders so they blend in with a background on a website. I have a really old verison of Photoshop and can do it on there but its on an old PC and I really could do with something on my windows 7 laptop.

I have downloaded GIMP and it has a feather feature but I cant get it to work.

Is there anyone who can advise me how to do this in GIMP or point me in the direction of an easy to use free app for my laptop that will do feathering?
