You should have taken several exposures, and masked in at the appropriate places, imo. The exposure here doesn't work for me.

Excellent work! Shows how important a tripod can be. I expect that the reason he has such a weak shadow is that the water was acting as a massive fill source. I do see a shadow to the left of him, in "front of him"...probably from the lights of buildings along the beach and shoreline behind him.

Yeah they have some strong lights, like stadium lights towards this part of the beach, so surfers can surf all night long.
After I shot this picture I thought maybe it would be even better if I had some other people walking by him, causing some motion blur all around him, while he kept his body in a complete state of pause. Would make the message clearer I guess

OK, I'm just a noob but here are my thoughts...it's a bit over exposed for a night shot in my opinion but, I really like the composition. You have the business of the city on the right side and the guy looking off picture at what? That's where the imagination comes in, it makes me stop and think about what he could be looking at.
