FN button on D90, My menu

In the manual, I've read it like 10 times, it says I can set the FN button to bring up the top menu of My Menu, so I set it to do that, and I hit the button and it does nothing. The top thing on My Menu is adjusting the power of the pop-up flash. What the heck am I doing wrong?
