Well, according to Wikipedia, 828 is sprocketless 135 film on a special spool with a backing paper, so once you have a few spools and backers available, you can buy bulk film to load them.
B&H has Portra already rolled for $12/roll.
This page describes rerolling with standard 35mm, which of course leaves the sprocket holes in-frame. The same process would work with sprocketless, but I'm not sure you can easily buy that in less than 100ft quantities.
The prices here are a little out of date, but the method looks solid.
