Why does it look like the lights coming toward the camera are frozen but the ones going away from the camera left the streaks? Shouldn't they both have left streaks?

What you're seeing is the trail of the oncoming headlights broken up by the pillars that hold up the carpool exit/entrance ramps in the center of the freeway.

i shot at iso 80 ,shutter 15" .aperture 8.0
