HDR in CS3

Any suggestions? I've tried it a couple of times and the final result doesn't look much different than the normal exposure. Does it work if you take an old RAW file and adjust the EV values in raw editing software, or do you really have to bracket your shots from the beginning? Is there any way to adjust the "HDRness" of the image? I've seen several posted on here where the images looked cartoony, and some where the image looked natural. Is it possible to push it to the cartoony side on CS3...if so, how?

I really want to just get Photomatix, but right now don't have the money because I just spent $1000 on a new camera and we have a baby on the way.

yes it works if you adjust the EV on the raw files..

you can do this bit it isn't HDR, it is merely tone mapping an image using the RAW file.
