#1 I prefer the city being darker and less distracting. More focus on the sky.

Crop the city out or some of the sky out. They are fighting with each other and it doesn't really look appealing to me in either form.

Definitely the first one, the darkness makes the buildings less distracting.

Are you by any chance located in Oregon? That looks a lot like Mt. Hood...

Deeper, richer colours. Horizon much more defined, which really adds to me imho. The clutterness of the town isn't as apparent in this darker version - it shows a town at night in which the lights dominate, and not the flat, grey and ugly dawn-ish look. The first one is much more pleasing on my eyes.

Absolutely number one for me, lightening the foreground just adds clutter in the second one.
