Help with removing silk finish

Hello,
This is my first post in this forum.
I a very old family photo that was taken of another old photo. The original no longer exists and my photo is the only one left. The original B&W photo had a velvet or silk finish. This has come through to my photo.

Is there any way to remove this silk pattern from the whole photo?
