Hi , yeah i will try and answer a few for you

budget of the buyer --------- Low to Mid range , not a well off fisherman, just scraping by.

experience level--------------Total Novice to anything that isnt point and shoot, but have an eye for what makes a nice photo (not nescessary a professional photo).

expectations (immediate and future)------Expectations now are to keep fishing and taking records of what my eye sees and trying to transfer it for others to enjoy , Future , I dont know but more than likely the same view as now, as i think ive left it a little too late in life to expect any financial gains from a hobby.

needs (immediate and future)---------A camera that gives me a good image f what my eyes can see, but also on a personnal note i have early stages of a Parksons style illness so a tripod is probably a must , so i cant see me spending £k's of dollars/gbp on equipment that will eventually be no good for me, so forget the future and just go with the immeadiate.

Yes i think a weather proof casing is a must, do they make these for digital DSLR's or are they only for point and shoots.

Keeping in mind you are starting out and your client is probably easy going, I recommend the following. You can actually buy several of these over the years for the price of one Canon 1DS MarkIII!

I know Nikon, but a Canon equivalent is fine.
I recommend a camera the level of the Nikon D80 to D300 (D300 is weather sealed). The lens I recommend is the 70-300 VR.

It may not be a very "fast" lens but the VR (Vibration Reduction) will help. Remember, unless you are going to make a career out of this, no reason to go all out with the camera gear.

Note on the lens, weather sealing is really only as good as the camera AND lens. If the lens is poorly made, the camera may be compromised. I do doubt the lens I recommended is really sealed, but should be fine if you're careful.

Canon and Nikon have nothing in your price range that's weather sealed. I'd look look at pentax if I were you. I'm not sure what their line ups like exactly, but I think their entry level cams are weather sealed.

What is your budget? If you let everyone know what you are willing to spend you may get more direct answers.

As for your photos, they seem soft. As mentioned above, you need to straighten your horizons, if not when you release the shutter then in PP. You also need to understand the rule of thirds. Having the horizon dead center takes away from the photo. Do you want to show the sky or the land? You have to decide this for each shot. If you are shooting a beautiful sunset, then the sky is your main subject, you want 2/3 sky and 1/3 land.
